In 1994, Switzerland had among the highest incidents of HIV/AIDS and Hep C in all of Europe. Then they implemented a serious, government funded syringe exchange program. Now they have the lowest per capita rate of HIV/AIDS and Hepatitis in all of Europe. FYI.
